The CSA engages in public consultations on policy and rule developments that affect the Canadian capital markets. This provides meaningful opportunities for all members of the public such as industry, groups with special interests or individual Canadians to contribute to our rule-making process.
The CSA is committed to transparency about its consultation process. In line with our members securities legislation requirements, all comments received during our consultations will be made public on the following CSA members’ websites: ASC, AMF, OSC.
General Submission Guidelines
Security is paramount in our consultations. We ask that you do not include any personal information in your comments as they will be made public. The CSA will never ask you for this information.
We ask that you identify yourself and/or the organization you represent when submitting your comment.
You will be able to submit through a consultation form or by uploading your letter. If submitting a letter attachment or a supportive document, current accepted documents include non-protected PDFs.
You will receive a confirmation from the CSA via email when you have made your submission.

Note that the CSA cannot keep submissions confidential because securities legislation in certain provinces requires publication of the written comments received during the comment period. All comments received will be posted on the websites of each of the Alberta Securities Commission at www.asc.ca, the Autorité des marchés financiers at www.lautorite.qc.ca and the Ontario Securities Commission at www.osc.gov.on.ca. Therefore, you should not include personal information directly in comments to be published. If you are making a submission on behalf of someone else, it is important that you state on whose behalf you are making the submission. Also, CSA members have the right not to publish comments received if they are deemed not to be in the public interest, such as where the comment is judged to be offensive. Upon completion, an acknowledgement receipt from the CSA will be provided to you by email and your answers will be shared with the CSA participating members.
