What is the Collaboratory?

The Collaboratory is an environment for individual businesses to test a new business model or a new solution, on a limited scale and based on agreed-upon terms and conditions. As such, the bounded testing environment allows market participants to test an idea without incurring all the regulatory consequences of registration and/or other authorization. 

The initiative is targeted to innovators that want to “test the waters” with a product or service on a limited scale, for example to test a technology or to determine the interest from consumers or investors. The scale of the test would be limited by standardized conditions relating to factors that limit investor and market exposure, including the number of issuers, the number of investors, investor transaction amounts and time limitations.  

What are the goals of the Collaboratory?

  • Facilitate industry driven testing of innovative financial products, services and policy developments under appropriate exemptions from the application of securities legislation, in a controlled environment and for a limited time. ​
  • Determine, together with capital markets players, current impediments, burdens and barriers and work together with the industry or solution providers to investigate possible regulatory solutions. ​
  • Promote regulatory flexibility, within the chosen cohort/theme, in the application of securities legislation, without unduly compromising investor protection. ​
  • Build the CSA’s expertise on emerging trends, risks, business models and technologies through research, consultation and direct experimentation​, to assist with policy development and regulatory modernization.​
